siemens simatic s7 usb adapter: broken?

greetz,

i have a siemens simatic s7 pc adapter usb (serial 6es7 972-0cb20-0xa0) and plan on connecting it to the siemens PLCs in a goss web press to pull diagnostics. however, after having installed the drivers for the device, i see no indication that it is getting power.

the manual for the device says that upon connecting it to the USB port of a function windows machine that the USB and Power lights should light up green. this is not happening for me. could this be because i have not installed the right driver?

i am rather familiar with windows and installing new hardware so this is confusing to me.

any suggestions appreciated.
