I suggest you take a look at ISO/IEC 60261 which has a nice little table in it that helps you determine the SIL requirements for a system.

The SIL requirement for a system (and that is the whole system) is determined by the severity and likelyhood of the consequences of the systems failure. There are a few places to start your reading.
