VNC On QuickPanel panelview GE

I have a GE quickpanel panelview.
OS Version Windows(R) CE .NetTM v7.00

The manual says to enable VNC goto:
Start -> Programs -> System -> Launch Application

Launch Application is missing. Please advise.
