Win 7 laptop on a static IP won't communicate/ping via its wired Ethernet port

Some other thoughts:
Does the HMI have a firewall switched on?
Can you ping the production dept desktop or the validation dept's laptop?
Can you plug you new laptop into another subnet and use the Ethernet port to connect to e.g. the internet?
