That explains your communications problem. For some reason, Logicmaster is unable to load the serial port communications driver. That could be because it can't find the file or because it can't find enough available memory to to load it into.
First, make sure the file c:\winnt\system32\snpwnt30.dll is present on your computer. If it isn't, try reinstalling Logicmaster. If it's there, go back to the initial Logicmaster screen and hit F9 (setup) and then F4 (comm) and make sure you have selected "Automatic" in the "Driver memory area" field.
