Step 7 and extern App

Do anyone has experience with programing in Visual Studio with C++,C# or VB and using Step7 API functions ? I want to create a program in c++ witch will communicate with STEP 7 and do some work on Simatic for example download or upload program (but using this extern application written in c++, C# or VB). Yes, I have experience with it and I suppose what you want will not work with the Simatic API. There is a manual on your local harddisk called: S7AKOSSB.HLP. Step 7 must be installed anyway to use the API functionality.
