What do you mean by simulater? do you want to test your logic?
If you are using FPWINPRO just deactivate any lines of code your not testing and then you can test the rest.

you have to connect the plc to the pc in order to test your code, you have to be online.

My understanding is that there are no simulators available for NAiS PLCs. Like Arlie said test your code online.
