Dear Experties,
I need to configure an onboard high speed in S7-300.Please let me know the block that has to be include in the program and the way to sense the encorder input.

"On-board" means it is integrated in the CPU. The 315-2DP does not have any integrated I/O.

You have to add a counter card, either in the S7-300 rack, or via DP or Profinet.
