Factory Talk View Studio pba Conversion Errors

When converting a .pba Panelbuilder application to a Panelview Plus .med file, I getting a messege:

NewServer Create Tag Database
Progect Creation: Cannot access a component in framework

Unable to create HMI server



what is the problem?

Also when trying to convert a .med file to a Runtime .mer file it wont create any tags
