Rx7i Controller error 8097

One of our customers had a Rx7i redundant Controller system for their plant. Due to some power failure the Controllers power was interrupted. Now the plant is running on Secondary PLC. I am trying to connect to the Primary Controller Ic698CRE020 but it is not replying to its IP. I was able to connect to the Controller using Com port. But when I download the logic at the very end of the process it shows an error:
Error 8097: Controller Error- Controller aborted the request [0x05] [0xFF] [0x803B001E] . Kindly help me out.
 
You will likely find the answer in this file, but without being there or knowing a LOT more about what you see I can not tell you which it is. BTW, this is from PME 8.0 online help.
