M221 IOScanner and modbus

I am trying to communicate between 2 tm221 PLCs.
PLC1 (master?) will have all of my main program on it.
PLC2 (slave?) is basically remote IO.

I am trying to use the MODBUS TCP IOScanner built into somachine basic but I'm struggling.
