How to use Factory Talk view 8.2 SE to alert via phone call?

Hello,
I am looking for a cost effective program that will alert a supervisor via text/phone call if a problem accrued.
The program would have to be able to work with Factory Talk view 8.2 SE.
I know there is a Rockwell software that is called Win911, however I would like to know what else is out there that is more budget friendly.
Please let me know what programs you have used.

RedLion and Ignition both offer cellular notification if I'm not mistaken.

Advancedhmi is free and can email/text. You could make a standalone app running in the background.
