1756-IF16 Analog Input Module/Configuration

for the first time commissioning OP need to use digital multimeter measure the TB-2 voltage

then use mA meter to measure the output,

if OP can get around 24VDC on TB-2 this means internal output.
 
Update: I AM Reading Flow!! The Flow Meter factory terminals on the flow meter were wrong. + and - were backwards. The sticker for the terminals, the prints where wrong or the board terminals where made wrong. I wired it up to the way I have attached. Notice the + and - flow terminals are switched. I had a little outside help but it is working.

Yeah just because the unit was ordered with the Modbus terminals.

I don't know what information is available from the transmitter via Modbus, but I'd bet at least the flow rate and flow total would be available. Probably a way to reset the internal totalizer as well. Depending on how valuable the information is it may be worth the cost to add a Modbus module to the PLC and read the information that way. You can interface to multiple transmitters (assuming you have more than one) over a single Modbus channel.
