Additional RIO hardware to S7-1500

Hi,
I'm trying to plan in advance for new equipment in a production plant.
I have a 1517-3 processor using Tiaportal V15.1 to programme.
I'm wondering if I add additional RIO over profinet, et-200sp.
Can these devices be added without stopping the PLC for a download?
