analog input error calcuation

I just got a 1746-NO4V module to play with and the module's specification says that it is a 14-bit resolution module.

Why is it that I was able to enter 32767 into it's channel 0 output register and make it output 10V DC? For a 14-bit res module, I would expect the output register to be composed to 14 bits where the 14th bit is the sign bit.
