Is it possible to use this:

to program a S7-300 PLC (MPI or PROFIBUS).

No I dont think so.

If you want to access the S7-300 remotely via the internet, then there is for example the e w o n 4001.

edit: You have to search for it yourself, since the link to E w o n is blocked for some reason.

It needs supply voltage, so can I get it from OP-Panels D9 connectors also, I think that is possible from CPU's D9 connectors ? (if You have experienced already)

The S7 CPU needs 24V supply. Just use the same 24V voltage to supply the E w o n as well.
