How to let s7 1200 know if the network connection is lost?

hello experts,
I am playing with a s7 1200 to control few things in my house, as home automation system.
I want the plc to check 2 things:
1- a webserver(pc windows with iis webserver) like http://192.168.0.2/start.html and get the html value from it.
2- check if no network connection with the pc 192.168.0.2, so if the pc i off the plc will not do anything.
Any idea oh how to get these 2 issues done?
