Inexpensive PLC in HMI suggestion

I've used a Horner XLt for a pulse flowmeter in a water line. Inexpensive, HSC is part of the basic inputs.

This is a dilemma I face regularly. The AD is typically the cheaper hardware, and the Horner a little easier to program, since the HMI and PLC use 1 software.

Both are good, so take your pick. I typically just look at the complexity, wiring convenience and room for mounting.
