License doesn't enable WindowMaker-exiting

Hello I have In touch 10.1
I tried to enter the WindowMaker to make some adjustments I am using a dongol for the license . I can access the window viewer but can't access window maker IMG_20240407_210721.jpg
 
You have a runtime license only. You need a development license to use windowmaker.
