There are any number of freeware Modbus Master that Google finds.
The tasks are all the same:
1) Establish a connection, either an IP address for the server/slave or a COM Port for Modbus RTU over RS-485 or RS-232.
2) define a transaction:
which slave number is being addressed?
What Function Code is being used?
What is the starting register/address for the data?
How many register/addresses should be requested?
What format should the data be displayed in?
The attached document has a download link for the ICP DAS Modbus Master Tool and screen shots for

- the transaction setup

It was zipped to make it small enough to be an attachment on this site. It is a .doc format
