As stated SCL is included in Step7 Professional but you can buy SCL as a standalone package to regular Step7

Do you know what version of Step 7 you currently have installed? If you need to upgrade to version 5.4 then I would go to Step 7 PROFESSIONAL. That would give you SCL and the SIM program. If you just need the SCL and want to go cheap you may find SCL stand alone but be carefull about the version capatability. I would go to Step 7 Pro, regardless.
