I solder my cable and it is straight cable from RS232 from my PC to RS232 Com on panel now.

The above is a red flag to me, check and double check your cable.

I using upload, panel shoud be at 99% function

Fatal error with initialing PIC device driver, it show me when I start RSlinx clasic.

Have you checked your cable? If I remember correctly, the cable is not straight through but pins 2 and 3 are crossed.

Standard Panelviews use a straight thru cable.See picture
