The simulator on this site I can only input a total of 2 rungs.

CoDeSys from 3S software is free to download. Registration is required, no unsolicited spam to the email address.

It has all IEC 61131 languages, you can write your code in ladder, function block diagram, sfc, instruction list, structured text. CoDeSys is free to use, includes a simulation mode. Runs in Windows 7, 8, 10.
