Red Lion Gateway to ABB ACS580 drives

I am using a Red Lion DA30D Gateway to control 12 ABB drives via RS485 from a M580 PLC.
I send -20000 to 20000 as the speed Setpoint to each drive.
But the drive should run in CCW when the setpoint is negative.
But the drive still runs in CW direction no matter what the sign is.
I can see the value coming into 03.09=-50
But the setpoint shows as 50hz on top right hand corner.
Parameters set as
30.11 Min Speed -1500
30.12 Max Speed +1500
30.13 Min Hz -50
30.14 Max Hz +50
20.21 Direction Request
46.02 Freq Scaling 50
Can someone please help me to find why the drive is not running in CCW.

If I read the manual correctly, you have to set 20.21 to either 1=FWD, or 2=BACK to get it to operate in the direction that you want to.
It says in the manual that if 20.21 is set to 0 it will use any negative value as positive if the value comes from the fieldbus.
