Maybe this is a dumb question but have you updated the RT version too. I mean on the runtime PC

I am thinking it is an issue with the windows install. I have another NOAX pc with a similar application working. I may try ghosting that PC to this one and just downloading the Wincc Flex program to it. Current issue with that is the NOAX pc's have no CD-rom's, and will not let me boot from USB so it have to find another way to image the drive.
