Panelview Download

I have 3000 HMI that I can upload the program but it won't let me download it.

several questions.
what is exact the part number of the panelview
what version of software are you using
what is the model of the plc you are connecting to.

I think you might have a "PanelMate 3000", which were built by Eaton IDT.

"Upload but not download" isn't enough information; I agree that you will need to provide some more specifics and symptoms.
