PLCSIM and wincc7

Run PLCSIM with your PLC program ensuring that the interface is set to the same interface that your SCADA will use i.e. Profibus or TCP/IP.

In WinCC7 Set the PLC communication to use the S7ONLINE access point (this is redirected to the PLCSIM).

The two should now communicate.
