Communication problem of hmi with pc

Hai am a newbie in HMI
I need to communicate the HMI with PC using Ethernet.The current IP address is 169.254.71.130.When i give the above IP in the system and tried to opened it in internet explorer it shows an error message that "Internet explorer could not open the page".What i have to do? Please help me.urgent
