BOOTP won't enable

Hello. I am trying to use BOOTP to configure a point I/O module. I enter the MAC Address, disable my network, and each time I try to enable it says "Socket Connect Failed for F4:54:33:9E:BF:AA". I read a tech note on the AB knowledge base and the first thing it says is disable firewall. Our I.T. won't allow me to disable my firewall and I was told "other people use the software here and they don't disable their firewall". Any idea's? Thank you.
 
If you really wanted to get around the firewall you could use a virtual machine and usb to ethernet.

Or how are you connected to the device?

Something I use to do with AENT cards was connect to a DHCP server so the device would get an IP address and then work on the bootp stuff (or you can find the device in RSLinx at this point and configure the device).
