control logix IO module unrecognized device, reflash

After being power cycled rapidly several times by an unhappy power supply 3 out of 6 1756-IB16/A modules are now shown as Unrecognized Device, Reflash in RSWho.

ControlFlash won't let me download firmware to them. Any ideas how to recover them?

pulling them out of the rack and reinserting fixed the issue. they are recognized again. I don't understand but i'll take it.
