Hi, its been awhile, hope y'all are well.
I do not have RSView Studio or whatever the HMI specific programs are for working with .mer files
I have a program for a PV Plus 600 which was developed 14 years ago, I believe the FW rev level is 5.1 or 6.1
Is there any way at all that I get into the .mer file and change a PLC address (I think its just a binary bit) ..the HMi is looking at this bit and when it switches to ON, the HMI will change the background color of a pushbutton on the screen.
Is there any free software out there that I can use to work with .mer files?

You might be able to access the communications profile/options from the Panelview configuration screen, but if it's something that's written in the programming itself, you'll need RS View Studio Machine Edition. I don't know of anything else that can read .mer files, and that old of a revision is probably not editable directly, .mer is the Machine Edition Runtime file, compiled from the programming and then transferred to the Panelview. It is not normally editable.

Yeah, I figured that. I just spoke with a PLC specialist who told me the same thing. I only work with PLC stuff maybe once a year so it makes no sense financially for me to obtain the required software.
