GE 9030: Error 8097

I’m getting this error:
Error 8097: Controller Error - Passwords are set to inactive and cannot be enabled or disabled. To reactivate password handling, power down the CPU and disconnect its battery temporarily. [0x05][0xC7]

I’ve pulled the battery and left it out for a few minutes.

It’s been a while since I’ve ran into this and I can’t remember how to resolve it.
 
There is a capacitor on the CPU module that can maintain the RAM memory for as long as a half hour. You probably need to leave it disconnected from the battery for a longer time.
If you don't plan to actually implement passwords, you can leave them disabled and only download configuration files that specify disabled passwords.
