Golly are there electronic fuses? What will they think of next??

Are you referring to a circuit breaker or just a fuse?
Is the fuse on the power supply to the card? If so I would not replace it hot I would deenergize (same idea as with hot swapping cards but I am chicken).

Why did fuse blow?

If fuse protects the output I think you could replace it without shutting down.
