HSC of 1769-L27ERM not indicate input signal from incoder

Good morning,

I have 1769-L27ERM-QBFC1B compactlogix unit with integrated HSC module.
Right now HSC module is not activated, so I am getting OK LED blinking for HSC.
However, I connected encoder signals with Open Collector output. So, I connected 2.2K Ohm resistor between 24vdc and each channel of encoder outputs.
The reason why input LED not indicating is because the HSC module is not activated?
