1769 HSC Rate in RPM

Hello, Im trying to use a 1769 HSC card to get the RPM of a single channel encoder at 60ppr. Ive read the other threads of people have similar issues and tried there suggestions but the "current.rate" never seems to work. The current.count is working fine but the current rate will jump up to 100 or 200 if i spin the encoder fast but if i'm spinning it slow it stays a zero.
Any help would be much appriciated.
