PLC5/40C W/ 1771 NOC-A Analog Output Problem

I have a PLC5/40C with a 1771-NOC-A Analog Output Card connected to a 1771-RTP4 Terminal base. The problem is, we are having a problem changing the 4-20mA Output. No matter what we do, we are only seeing 3.95mA. I'm guessing this is a setup problem but everything seems OK.

Any ideas?

Also, the Run/ Fault light is flashing green, on 1 sec/ off 1 sec. Cal/com light is mostly steady on (grn) with a flicker I assume is communications data movement.

In my PLC5/40 Manual it says a blinking green processor light indicates that the processor memory is being transferred to eeprom. I can't verify if this is correct for a 5/40C though.

If you go online with the controller, what is the status of the CPU?
