This is starting to sound more like a physical problem.
Is there anything unique about that cylinders position?
Is it the last cylinder on a long manifold?
Maybe you have a fluid supply flow issue. It could be as simple as a piece of debris stuck in a fitting that is restricting flow. The cold fluid starves the cylinder and the oscillation is the logic compesating for the lag in response.
Once the fluid warms up, it flows past the restriction easier.
This could also explain why changing the servo control valve temporarily fixes it..... how you ask?
The new valve may be tight and can not respond quickly so it can not produce the oscillation.
Once it breaks-in, it can react faster, and you see the movement.
